Sprinklers on Rainy Days

Riddle me this: why do so many homeowners and apartment building owners let their sprinklers run on, or after, rainy days? Don’t they have a rain delay switch? Don’t they know where the On/Off switch is? Do the gardeners? The ground is still damp; it does not need more water right now.

Earlier this year (2010) I recall letters to the LA Times complaining about the City watering its parks and gardens during rain storms. There was plenty of resentment on display. However the City seems to have gotten this under control. Not so the citizenry who still complain about City governance but who cannot do anything for themselves apparently.
